Senator Facemire moved to amend the bill on page one, section fifteen, line two, after the word “discontinued” by changing the period to a colon and inserting the following proviso:  Provided, That on or after January 1, 2017, any savings realized by an insurer from the repeal of the tax imposed by this section shall be passed along to the benefit of consumer who purchased the annuity.
